Director, Command, Control, Communications and Computers / Cyber, Joint Staff, J6

Lieutenant General Mark S. Bowman served as the Director Command, Control, Communications and Computers (C4) / Cyber, Chief Information Officer, Joint Staff, J6/CIO, the Pentagon, Washington, D.C. He develops C4 capabilities; conducts analysis and assessments; provides Joint and Combined Force C4 guidance, and evaluates C4 requirements, plans, programs and strategies for the Chairman of the Joint Chiefs of Staff.

Most recently, he served as the Director of Architecture, Operations, Networks, and Space, Office of the Army CIO/G-6 for establishing and maintaining strategy, policy, and guidance to build, integrate, communicate, and facilitate the seamless implementation of the Army’s network (LandWarNet) in a Joint and Coalition environment.

Lieutenant General Bowman was commissioned as a Second Lieutenant on 28 May 1978. He has served in several joint and operational assignments and has commanded at every level from company to Signal Brigade. His Army staff assignments have been as Supply Officer and Training Officer, 2nd Battalion, 1st Signal Training Brigade, Fort Gordon, GA; Communications Systems Engineer and Chief, Force Structure Branch, 5th Signal Command, Germany; Project Officer and Chief, Concepts Branch for Concepts and Studies Division, Combat Development Directorate, Fort Gordon, GA; Operations Officer, 67th Signal Battalion, Fort Gordon, GA; Executive Officer and Staff Officer for Modernization and Integration for Tactical Systems Directorate, Office of Director of Information Systems for Command, Control, Communications, and Computers (C4), Washington, DC; and Assistant Chief of Staff (Operations), 9th Signal Command (Army), Fort Huachuca, AZ. His Joint staff assignments included Staff Officer for C4 Systems Directorate, National Military Command System, Joint Chiefs of Staff, Wash., D.C.; Chief, Operations Division, Joint Staff Support Center, Defense Information Systems Agency (DISA), Wash., D.C.; Chief of Staff, DISA, Arlington, VA; and Director, J-6, US Central Command, MacDill Air Force Base, FL.

He commanded D Company, 6th Battalion, 1st Signal Training Brigade, Fort Gordon, GA; 54th Signal Battalion, Saudi Arabia; Joint Staff Support Center, DISA, Washington, DC; and 11th Signal Brigade, Fort Huachuca, AZ, which deployed to the Middle East for OPERATION ENDURING FREEDOM; and Deputy Commanding General (Support), Network Enterprise Technology Command/9th Signal Command (Army), Arlington, VA.

Lieutenant General Bowman has a Bachelor’s Degree in History from Norwich University, VT, where he received his commission. He holds a Master’s Degree in Public Administration from Shippensburg University, PA.

Major General Tim Haake, US Army (Ret.), is a member of Dentons’ Public Policy and Regulation practice. His areas of experience include defense, energy, finance, health care, tax and trade. Haake’s high-level congressional and senior military experiences give him a unique competence and cachet in Washington, DC, and international circles. He retired from the US Army Reserve in 2006 after 36 years of service, all within the US Special Operations community. Haake formerly served as deputy commander of mobilization and reserve affairs, US Special Operations Command, Tampa, FL. Prior to that assignment, he served in a number of positions, including as director of legislative affairs, US Special Operations Command, Washington, DC, and as the legal advisor to Joint Special Operations Command at Fort Bragg, NC. Haake completed the Special Forces Qualification Course in 1978 and served as an enlisted member and officer, in both an active duty and reserve capacity, during his military career.

Over the past several decades, he has gained a wealth of international relations experience through his civilian engagements and military duties. Haake participates in the Harvard University Executive Program for General Officers of the Russian Federation and the United States. The program, sponsored by Harvard’s John F. Kennedy School of Government, was designed to increase cooperation and understanding between the Russian and US militaries. He also participates in Harvard University’s Black Sea Security Program, and has attended program seminars in Cambridge, MA; Yerevan, Armenia; Moscow, Russia; Chisinau, Moldova; and Bucharest, Romania. Through his involvement in these programs, Haake has developed close relationships with a number of business, military and political leaders throughout the Black Sea region.

• Represents an unmanned aerial systems (UAS) company that specializes in research and development (R&D), manufacturing and operator training before public and private sector interests.
• Advises a leading prosthetics manufacturer on policy and acquisition matters before Congress and federal agencies.
• Provides government affairs counsel and political action committee (PAC) guidance, with an emphasis on legislative advocacy and strategic communications, to the national trade association for businesses serving the fine jewelry retail marketplace.
• Represented a Fortune 250 defense company before foreign military and government officials to raise awareness about the company’s technology.
• Advised a foreign ambassador and other foreign leaders on a range of political, military and legal matters.
• Provided government affairs counsel and strategic advice to a Fortune 100 pharmaceutical company on policy and acquisition matters before the US Department of Defense (DOD) and other US government stakeholders.
• Led multiple delegations of foreign military attaches on tours of US military installations.
• Secured multimillion dollar funding on behalf of a Fortune 100 defense and aerospace company from a DOD component for R&D related to autonomous vehicles.

Prior and Present Employment: Haake held several legal, consulting and congressional positions prior to joining Dentons. He founded and led for nearly two decades a boutique law and consulting firm specializing in advocacy and government affairs. Additionally, Haake was the head of the tax group in the Washington office of a law and lobbying firm. He also served as counsel to US Senator John Heinz (R-PA) and US Representatives Cecil Heftel (D-HI) and Dick Schulze (R-PA), members of the US Senate Finance Committee and US House of Representatives Ways and Means Committee, advising these members on all issues before the committees, including matters of tax, trade and health care policy. Early in his career, at the Internal Revenue Service, Haake served in a professional legal capacity in which he drafted private and broadly applicable rulings, and issued advisory opinions to field offices.

Brian L. Losey joined the Advisory Board of ORock Technologies in November, 2016 after retiring from 33 years of service in the U.S. Navy and Special Operations community. He commanded U.S. Naval Special Warfare Command, U.S. Special Operations Command, Africa, Combined Joint Task Force – Horn of Africa, Naval Special Warfare Development Group, and SEAL Delivery Vehicle Team ONE. He served in key command and staff positions in Task Forces deployed to Afghanistan, Iraq, the Balkans and has significant experience in named and contingency operations around the world. He also served as a Director for Combatting Terrorism and Director for Maritime Security on the National Security Council Staff under the Bush and Obama Administrations. He serves on several corporate boards and is the chief operating officer for a cutting edge company in the AI/security sector. Losey brings an exceptional depth of experience in technology applications and integration, as well as policy implementation to ORock Technologies.

Dr. Brad M. Meslin, Ph.D, is a founder of CSP Associates and heads the firm’s strategic and transaction advisory practices. He manages CSP’s private equity co-investment affiliated, CSP Equity Partners. Dr. Meslin has served on the Boards of Directors of several client portfolio companies, including CMC Electronics, Inc., Sentient Jet, Berkshire Manufactured Products, Primus Aerospace and Spacehab, Inc. He was a co-founder of Spacehab, the first privately-financed commercial space habitat, which flew 22 missions about the U.S. Space Shuttle fleet. Dr. Meslin also served as acting CEO of eBizJets, Inc, the predecessor of Sentient Jet, which is the larger U.S. business aviation charter provider. He holds graduate degrees from The Fletcher School of Law & Diplomacy (M.A.L.D., Ph.D.) and York University, Toronto (B.A. in Political Science), and serves as a member of the Board of Advisors of The Fletcher School of Law & Diplomacy.
